Mark Deane

Mark is a Director in Phaeton Consulting which he set up with a business partner in 2004. Prior to that, Mark worked as Head of the South Division of Nacro's Consultancy & Training Division covering London, South West and South East for 5 years and before that for Rother District Council as a Community Safety Manager and for 16 years with Sussex Police specialising in Community Safety and Designing out Crime.
Mark has recently programme managed an NRF 'preventing crime' programme in LB Tower Hamlets aimed at designing out crime through environmental improvements and target hardening.
Whilst at Nacro, Mark project managed national Home Office contracts, such as 'Positive Futures Support Programme', regional contracts such as the Government Office for London ' Support for Youth Crime Partnerships' and many and varied local contracts. Mark has delivered many and varied contracts from Benefit Realisation Reviews, Mainstreaming Reviews, Audits, Strategy Development as well as a variety of training programmes, including 'problem solving' and Section 17.
Mark was also responsible for being the co-author of a publication 'The implication of Section 17 of the Crime & Disorder Act on Town & Parish Councils' as well as other rural research publication for Nacro.
Mark's specialist knowledge includes, Problem Solving, Designing out Crime, Performance and Project Management, Benefit Realisation, Burglary, Anti-social behaviour and Rural Crime.
Mark holds a recognised qualification in training and holds an NVQ level 5 in Operational Management. He also holds the Home Office Crime Prevention Certificate and Designing out Crime Certificate. He is a member of the Chartered Management Institute and Designing Out Crime Association (DOCA).
Clive Giles B.A. (Hons)

Clive has been since 2002 a self employed community safety consultant and trainer. He is a visiting lecturer in criminology at the University of Wales Newport and he currently delivers the Certificate of Effective Practise in Youth Justice for the Open University. Before that he was employed by Nacro as a senior consultant providing consultancy advice and training to crime reduction partnerships in England and Wales. He had 25 years service as a police officer including 19 years experience as a manager and 9 years as a senior manager.

- Divisional criminal justice manager
- Managing a youth and community section in an Inner London Borough

Rob Thackeray B.A. (Hons) Sociology
Robert has had a long, varied and successful career in both private and public sectors. All of the posts he has held involved strategy development, performance management and quality assurance;
He has managed and successfully led multi-disciplinary teams, and teams responsible for specific projects or programmes of work, in all posts I have held since the late 1980s. This has often entailed providing strong leadership and the resolving significant political and operational issues to achieve the desired outcomes.
Appointments range from Quality Assurance Document Control Manager at Transmanche Link (TML) (Channel Tunnel construction), establishing a drawing office/studio facility at the National Rivers Authority, overseeing the introduction of a computer-aided-design (AutoCAD) system to supersede manual draughting processes for Basic Energy (UK) Limited, and steering corporate and service-specific/ function-specific performance at a number of unitary and metropolitan borough councils,
Robert has also worked for a number of London Boroughs, including the London Borough of Waltham Forest where his work involved reviewing the performance management process for Culture and Leisure Services and leading the pre-audit scrutiny and verification of all the Service's CPA indicators, including the policy and procedure portfolio. Whilst undertaking a role with the London Borough of Islington, he undertook a comprehensive data audit for the Local Area Agreement, redesigned the performance management framework and co-ordinated the improvement process.
